Policy-driven rollouts and public-private partnerships support the infrastructure-led strategy to national digitalization, reducing barriers to entry for private operators and enabling a higher addressable market for standalone tower operators. For instance, in March 2025, the Federal Executive Council (FEC) of Nigeria approved 7,000 new telecommunication towers to support digital transformation and 5G deployment. Airtel Nigeria, MTN Nigeria, and Mafab Communications all agreed to spend $500m to improve their telecom infrastructure. It is spearheading a 90,000km fiber optic rollout as a joint venture with the World Bank. Private investors will own 51% while the government will retain a 49% stake. Towercos will manage the towers while the government takes the position of co-investment.

  • In March 2023Africa Uganda TowerCo secured $40 million in long-term financing from European development finance institutions, including European Investment Bank, Development Bank of Austria, and Belgian Investment Company for Developing Countries, to construct 506 new telecommunication towers in rural Uganda. The 10-year investment will allow rural communities to enjoy 4G and 5G data services, mobile money, and financial services. The investment will enable Uganda to meet its 95% coverage target and overcome the telecom access constraints in rural areas. The 506 new towers will be shared by multiple operators, guaranteeing commercial viability with more solid and comprehensive network coverage.
