Textile recycling market is anticipated to grow at a moderate CAGR of 3.9% during the forecast period (2024-2031). In recent years, there has been increasing attention on sustainable practices, particularly in the fashion sector. With growing awareness of the environmental damage caused by over production of clothing and improper disposal of textile waste, etc textile recycling has emerged as an effective solution.
Textile recycling involves collecting, sorting, and converting textile waste into new products or materials. This waste can include used garments, fabric remnants, damaged textiles, or unsold clothing items etc. Rather than discarding these materials, recycling allows them to remain in use for longer, extending their lifecycle.

The advantages of textile recycling are numerous, including:
- Reducing environmental impact through energy and water savings
- Supporting a circular economy by keeping materials in use
- Alleviating pressure on landfills, since textile waste makes up a large portion of global landfill content
The growth of the global textile recycling market is influenced by several factors, including environmental awareness, economic benefits, and technological advancements that make recycling more feasible and efficient.
Key Players Transforming the Global Textile Recycling Market
- On December 18, 2025, Circulose and Birla Cellulose announced a partnership aimed at advancing circular textiles. Circulose, a company that produces recycled textile pulp for the fashion and textile industry, and Birla Cellulose, a leading global supplier of sustainable viscose fiber, will collaborate to enhance textile recycling efforts. This alliance aligns with Circulose’s updated strategy, which emphasizes closer collaborations with brands and delivering comprehensive solutions across the textile value chain.
- On 8 July 2024, The Woolmark Company introduced a new Recycled Wool specification, the first time the iconic mark will be applied to recycled fibre. The launch of the Recycled Wool sub-brand under the new RW-1 Specification marks a significant step towards a more sustainable textile industry. The Recycled Wool specification ensures products contain at least 20% recycled wool, whilst also meeting The Woolmark Certification Program’s stringent quality standards. This initiative aligns with the industry's regulatory pressures to adopt more sustainable practices. Products can feature recycled wool from both pre-consumer sources, such as fabric cutting waste, and post-consumer sources, like garments, certified by standards such as the Global Recycled Standard (GRS) and Recycled Claim Standard (RCS).
Government Initiatives and Regulations to drive the growth of the market
- India’s first Textile Recycling Facility (TRF), based in Navi Mumbai, gained attention during the India Maritime Week 2025 held in Mumbai. The Union Ministry of Textiles and the Navi Mumbai Municipal Corporation (NMMC) set up an informative stall highlighting the pilot project. The initiative was inaugurated by the Union Home Minister, with a special appearance by the Prime Minister. Titled “Textile Value Chain by Managing Post-Consumer Textile”, the project focuses on recycling and reusing post-consumer textiles to reduce environmental impact, according to NMMC Commissioner Kailas Shinde.
- India generates a substantial amount of textile waste annually, primarily from used clothing and factory scraps. To tackle this issue, three government agencies — the Textiles Committee (Ministry of Textiles), Government e-Marketplace (GeM, Ministry of Commerce and Industry), and the Standing Conference of Public Enterprises — signed a tripartite agreement at Bharat Tex 2024. The aim is to promote upcycling and minimize landfill waste. Under this initiative, GeM will provide small sellers direct access to markets for products made from upcycled textiles, supporting a circular economy and reducing reliance on virgin materials.
